[ Bucky finds he's unable to protest or encourage, completely distracted by the sensation of soft lips so carefully pressing against his skin. Zemo has an uncanny ability to take all the words and thoughts right out of him and render him nearly mute. To think handlers caused all that pain when simple touch could do so much more.
